What Parental Refusal Means
Parental refusal applies when a dependent student's parents can be reached but are unwilling to provide their financial information on the FAFSA. They have the means to participate and have chosen not to.
This differs from unusual circumstances, where a student genuinely cannot get the information or where contact would pose a risk. Parental refusal does not change dependency status. The student stays dependent.
What Aid Is Available
With documented refusal, a student may qualify for a dependent-level Direct Unsubsidized Loan only. No Pell. No SAI. No subsidized loans. No other federal or state aid that requires a complete FAFSA. The loan amount is capped at the dependent grade-level unsubsidized limit.
Parental refusal does not make a student independent the way an Unusual Circumstances review can. The result is loan eligibility only, not a recalculated FAFSA.
Documentation Requirements
The Financial Aid Office requires one of the following:
- A signed and dated statement from the parents confirming they do not and will not provide any financial support to the student, including the date support ended.
- If the parents won't sign that statement, third-party documentation from a teacher, counselor, cleric, or court official confirming the refusal. A statement from the student alone is not enough.
Confirming the Situation
Before relying on the loan-only path, a student should be sure this is actually parental refusal. Three questions sort it out:
- Are the parents reachable?
- Have they clearly said they will not provide their FAFSA information?
- Is there a safety reason the student can't ask them?
If safety is a factor, or the parents can't be reached at all, the situation is Unusual Circumstances or Unaccompanied Homeless Youth, not parental refusal. Those paths can change dependency status to independent.
When it is parental refusal, a student may want to weigh whether to take on the loan before committing.
What Happens Next
The student gathers documentation of the refusal and contacts the Financial Aid Office to begin. The office reviews the documentation and determines eligibility for the Direct Unsubsidized Loan.
