When Repayment Applies
A student who drops or withdraws from a Bright Futures-funded course after disbursement has started must repay SF for the credits Bright Futures paid. Florida requires it. SF pays the state on the student's behalf and bills the student.
Repayment applies to any course dropped or withdrawn, and to any course that ends in a grade of W, F, or I. Sub-term courses are included even when dropped within the sub-term's own drop/add window, because disbursement has already happened.
The unpaid amount becomes a balance owed to SF. Until it's cleared, the student can't register for a future semester and can't have a transcript released.
Deadline for Repayment and Renewal
A student must either repay the balance or win an appeal by the end of the current academic year. Missing that deadline makes the student ineligible for Bright Futures renewal or funding the following academic year.
Repaying after the deadline clears the balance but does not automatically restore Bright Futures eligibility. A student in that spot should pursue reinstatement through OSFA once the requirements are met again.
Repayment Hours Return to the Lifetime Pool
When a student repays Bright Futures funds for a dropped or withdrawn course, those hours go back into the available lifetime hour pool. Repaid hours don't count as used toward the lifetime cap and don't count as failed toward the credit hour renewal requirement.
Bright Futures Appeal
A student with a qualifying circumstance can appeal the repayment requirement or the loss of renewal eligibility. Qualifying circumstances are limited to:
- Verifiable illness of the student
- A documented emergency beyond the student's control
- Course cancellation
- An enrollment disruption outside the student's control
- Other documented circumstances beyond the student's control
The SF Financial Aid Appeals Committee reviews the appeal. A successful appeal either waives the repayment requirement or restores renewal eligibility, depending on what was requested.
Appeal Components
A complete appeal packet includes:
- Bright Futures Appeal Form (BFA). The current-year form from the SF Financial Aid website [WEB LINK: SF Financial Aid website].
- Letter of explanation. Covers what caused the student not to meet renewal requirements, or the reasons for requesting a repayment exception, and names the specific semester or semesters affected.
- Supporting documentation. Relevant to the semester or semesters in question. Maximum 20 single-sided pages or 10 double-sided pages, not counting the form and statement.
Documentation rules:
- Documents from a family member, friend, or any source not on official letterhead must be notarized and include the party's name, relationship to the student, and the student's SF ID number.
- Medical documentation must be on official letterhead, dated, and signed.
- Documents in languages other than English must be translated.
Submit the complete packet through the Financial Aid inquiry form [WEB LINK: Financial Aid Inquiry form, student].
Appeal Deadlines
The repayment appeal deadline is set each award year and posted on the SF Financial Aid website and on the appeal form. Once the repayment appeal deadline passes for an award year, only renewal eligibility appeals are considered.
A student requesting a repayment exception should submit within 30 days of the drop or withdrawal when possible. Submitting earlier leaves more time to resolve the balance before the academic year ends.
Review and Decision
The committee reviews appeals in the order received. Standard review is 2 to 3 weeks, longer at peak periods around the start of a semester. The student is notified of the decision through the eSantaFe [WEB LINK: eSantaFe login] notification system. The committee can revoke a prior decision if new information or documentation comes to light.
Reinstatement
Reinstatement is for students who did not receive Bright Futures funding in the prior academic year but are otherwise eligible. OSFA handles reinstatement.
SF path for a first-year GPA loss. First-year students who missed renewal requirements based on the spring evaluation can ask the Financial Aid Office to submit a grade and hours update to OSFA that includes summer coursework. That update revises the cumulative GPA and earned hours, which can bring the student up to renewal standards. A Reinstatement/Restoration Application is not required for this path.
For other reinstatement situations, students apply through their OSFA account [WEB LINK: OSFA student portal]. Reinstatement is available for up to five years from high school graduation.
Restoration
Restoration is a one-time provision for students who lost Bright Futures after their first year because of GPA. A student who meets the restoration GPA requirement after more coursework can request restoration through OSFA. Restoration applies to the award level the student was last eligible for before the loss of funding.
See the OSFA Bright Futures Handbook [WEB LINK: OSFA Bright Futures Handbook] and the SF Bright Futures website [WEB LINK: SF Bright Futures page] for current restoration thresholds.
